Posisi: Senior Procurement Assistant

Job Requirements

A. Language Proficiency

• Good communication skills in English or Indonesian, both verbal and written, for daily procurement and business communication.
• Ability to understand power plant technical documents, procurement documents, and contract terms.
• Basic Chinese language proficiency or willingness to learn Chinese is preferred.

B. Management Adaptability

• Ability to understand and adapt to the management practices of Chinese enterprises, including process-oriented operations and approval mechanisms.
• Strong compliance awareness and execution capability, with the ability to follow established procedures such as PR, QCT, and PO processes.
• Understanding of the principle of “Compliance First and Standardization First” while maintaining operational efficiency.
• Strong communication and coordination skills in a multicultural working environment.

C. Professional Competencies

• Basic knowledge of procurement and supply chain management.
• Cost awareness and market sensitivity, with the ability to participate in supplier inquiries, price comparisons, and commercial negotiations.
• Understanding of power plant procurement categories such as spare parts, motor repair services, and fuels, or strong learning capability.

D. Professional Qualities and Development

• Detail-oriented, responsible, and capable of working under pressure.
• High standards of professional ethics and integrity, with commitment to company compliance requirements.
• Strong willingness to learn and continuously improve professional and managerial competencies.

• Flexibility in work arrangements and willingness to work at remote power plant sites when required by management.
• Proficiency in using electronic procurement systems and online procurement platforms.

E. Work Experience

• Minimum 1–3 years of experience in procurement or related fields.

F. Preferred Qualifications

• Familiarity with the Indonesian procurement market, power plant procurement experience, and bilingual capabilities will be an advantage.

Job Responsibilities

• Develop and implement procurement strategies to support power plant operations and ensure the stable supply of critical materials, spare parts, coal, and fuels (e.g., HSD/MFO).
• Manage the end-to-end procurement process, including Purchase Requisition (PR) review, Purchase Order (PO) issuance, and delivery follow-up to ensure efficient and smooth operations.
• Develop and evaluate suppliers for coal, fuels, OEM spare parts, maintenance services, and operational consumables, considering cost, quality, reliability, and compliance requirements.
• Lead commercial negotiations with suppliers on pricing, payment terms, delivery schedules, and Service Level Agreements (SLAs), particularly for strategic and long-term contracts.
• Ensure adequate availability of coal, fuels, materials, and spare parts during plant start-up, shutdown, and emergency situations to minimize operational disruption risks.
• Organize and conduct sourcing activities, including RFPs, RFQs, and RFIs, perform technical and commercial evaluations, and recommend qualified suppliers.
• Establish, review, and manage contracts with key suppliers, including coal suppliers, fuel suppliers, spare-part vendors, and maintenance contractors.
• Monitor supplier performance to ensure on-time delivery and compliance with technical specifications, and proactively resolve delivery, quality, and discrepancy issues.
• Collaborate closely with Operations, Maintenance, Engineering, Finance, and Warehouse departments to support safe and reliable plant operations while optimizing inventory levels.
• Ensure all procurement activities comply with company policies, applicable laws and regulations, professional ethics, and environmental and energy compliance requirements.
• Strengthen cost control through procurement optimization initiatives and improve the efficiency of fund utilization.
• Establish and continuously improve Procurement Standard Operating Procedures (SOPs), including emergency procurement mechanisms for critical materials and fuels.
• Review procurement requests to ensure accurate technical specifications, justified demand, and alignment with plant operational priorities.
• Promote procurement risk management, including supplier risk assessment, emergency planning for coal and fuel supply, and mitigation of supply chain disruption risks.
